- The Fowler City Council met on Monday April 17th, 2017. The meeting was called to order at 7:00 p.m. by Mayor Brett Copeland with the following Council Members present: Dudley Strong, Mark Dierking, Louis Randall, and Kendra Dowell. Also present, City Attorney Clay Kuhns and City Clerk Jamie Boese . TJ Milford was absent.
- Also visitors included Dean Zortman and Nikki Thornburg
Dean Zortman presented a check from the Fowler Community Foundation for the Swim program, which provides kids with swimming lessons. He talked about how well the Cans for Kids is doing. They were able to provide the community with several different donations this year including, after-prom, the city park and the swim program.
Nikki Thornburg was here as the swimming pool manager. She discussed using Ashton Clark as her assistant manager. She discussed the pool hours, possible water aerobics, and the lifeguards pending certifications. She is requesting new chairs for the pool, as the others are pretty worn out. The council discussed the baby pool area, Nikki believes this is too dangerous to fill as it gets pretty slick. The council would like to fill it in with concrete.
- March minutes were reviewed. Dudley made a motion to approve minutes 2nd by Kendra. Motion passed 4-0.
- Bills reviewed. Motion to approve bills by Kendra 2nd by Mark. Motion carried 4-0.
UNDER CITY SUPERINDENT’S REPORT:
Brian discussed starting work on the pool in May and trying to get water in it sometime around the 6th. Summer Jobs was discussed and applications were reviewed. Kendra made a motion to rehire Taylin Bird for the position and with his experience give him a raise. Louis 2nd. Motion passed 4-0. Brian discussed with the council the other applications. Dudley made a motion to offer the other two positions to Brayden Watson and Kamrin Jones.
UNDER CITY CLERK’S REPORT
Jamie presented the financial reports and employee time sheets.
UNFINISHED BUSINESS: The council discussed the Trap Shoot Range. Attorney Clay Kuhns presented a possible policy and Ordinance for the council to consider. They will discuss it at the next meeting.
Jamie presented the council with the temporary bond bids and discussed if we still wanted to get temporary bonds since USDA is almost ready to close on permanent bonds. The council would still like to issue temporary bonds. Thereupon, the governing body reviewed and considered the bids and it was found and determined that the bid of Commerce Bank of Kansas City Mo, was the best bid for the Notes. Dudley Strong moved that the bid be accepted and that the Mayor and Clerk be authorized and directed to execute the bid form selling the Notes to the bidder on the basis of the bid and the terms specified in Notice of Note Sale. Mark Dierking 2nd and the Motion was carried 4-0.
There was presented a Resolution entitled: A RESOLUTION AUTHORIZING AND DIRECTING THE ISSUANCE , SALE AND DELIVERY OF GENERAL OBLIGATION TEMPORARY NOTES, SERIES 2017, OF THE CITY OF FOWLER, KANSAS; PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX, IF NECESSARY, GOR THE PURPOSE OF PAYING THE PRINCIPAL OF AND INTEREST ON SAID NOTES AS THEY BECOME DUE; MAKING CERTAIN COVENANTS AND AGREEMENTS TO PROVIDE FOR THEPAYMENT AND SECURITY THEREOF; AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS CONNECTED THEREWITH.
Mark Dierking moved that the Resolution be adopted. The Motion was 2nd by Dudley Strong the Motion carried 4-0. Resolution 17R02 was adopted.
NEW BUSINESS:
Council discussed Nilva Lows water leak Dudley made a motion to average the February bill Kendra 2nd Motion passed 4-0
Louis made a motion to Adjourn Kendra 2nd and motion carried 4-0. Meeting adjourned at 9:25.
